What to do if you find yourself in the register of controlled persons The register of controlled persons (RKL) is an MVD database of foreign citizens illegally present in Russia. Foreigners may be included in the database if they remain in Russia after their documents expire or a decision on deportation is made. Learn more about RKL in our channel. The register can be viewed on Gosuslugi or the MVD website. ❓ What to do if you were included in the RKL Confirm your residential address with the MVD every 7 calendar days. Foreigners also need to report in person or via Gosuslugi if they: — change their place of residence (within 3 calendar days). — plan to leave Russia (at least 2 business days in advance). — cannot leave Russia for reasons such as loan debt (within 3 calendar days). ❓ How to get excluded from the register If all documents are in order and the foreigner was included in the register by mistake, they must submit an appeal to the local MVD migration office at their place of residence. With a valid visa, providing the passport is sufficient. In other cases, a residence permit (VNZh), temporary residence permit (RVP), or patent is required. What documents are needed for a child who was born in Russia We walk you through getting a birth certificate and health insurance, as well as registering your child for migration purposes. 📃 Receiving a birth certificate Within a month of your child’s birth, go to the civil registry office (ZAGS) for the neighborhood where you are registered. You will need the following documents: — Parents’ passports with a notarized translation — Hospital birth certificate — Marriage certificate (if relevant) 🏠 Registering your child for migration purposes One of the parents can do the registration online via Gosuslugi or in person at the Migration Department of the MVD or MFC. Registering children for migration purposes is different from registering adults. This is what you have to take into account: — A child under 18 can only be registered at the address where one of their parents is registered. — A minor cannot be registered in a temporary structure that has no official address — for example, a work trailer in a shift camp. — A child does not need a migration card if they were born in Russia, have not left the country, and are under one year old. 🏥 Obtaining health insurance Go in person to a medical insurance company. If your child has a temporary residence permit (RVP), permanent residence permit (VNZh), or refugee status, you can get a free compulsory medical insurance policy (OMS). It has become easier for highly qualified specialists to move to Russia Starting April 15, foreigners can apply through the “Time to Live in Russia” program. This method of relocation is appropriate for those who can demonstrate significant achievements in science, sports, art, or entrepreneurship. Detailed conditions can be found on the program website. How does the program work? Every application will be reviewed within 125 days. You can now make an online application for your child’s citizenship As of April 26, the rules for children whose parent is a Russian citizen have changed. You can now apply for your child’s citizenship via Gosuslugi. A decision on the application is made within 30 days.
